This means that whenever they step outside their cells to go to any other place, they'll see that there is no fence and decide to make a run for it. You've built a prison without any kind of wall, or fence or anything else that keeps the prisoners from escaping. ![]() It may seem strange that every single prisoner has done something wrong, but it's actually rather logical. Don't build solitary cells just yet and just keep reading. However, you don't have any solitary cells, so this never happens. This means they won't be unshackled until they have served their solitary punishment. If you move your mouse over the prisoners, you will see that each one has a solitary punishment listed. When prisoners are shackled they will only move if they are in their cell and do nothing outside their cell. If you look at your prisoners, you'll see that they are shackled. There's actually two problems, a really big one that's the actual cause, and a smaller one that in combination with the first one has the effect that prisoners are doing nothing. ![]()
